Almost every headline framed these as grain and container stories. First, a number that is widely misread
A Kaub gauge reading is not the depth of the river. This trips up almost every secondary account of a Rhine drought, and if you are making purchasing decisions off headlines it is worth thirty seconds of your time.
The Kaub reading is a water level measured against a fixed historical reference point, not a measurement of how much water a vessel actually has beneath it. Using German federal waterways calculations, a gauge reading of 14 cm corresponds to a navigable fairway depth of roughly 1.27 metres. A reading of zero would still leave about 95 cm of fairway. So "the Rhine is at 14 centimetres" does not mean barges are floating in ankle-deep water — it means the reference level is at a record low, and loading capacity shrinks accordingly.
What actually happened on each river
These are two separate droughts with two different consequences, and conflating them produces bad purchasing decisions.
On the Rhine, the constraint is European production and distribution. Kaub, at the shallowest stretch of the Middle Rhine, governs how loaded a barge can be between the North Sea ports and Germany's industrial southwest. How badly traffic is affected is genuinely disputed. Shipping broker Riverlake warned that the river has "effectively become impassable" at Kaub, noting that barges on the Upper Rhine cannot return to the Antwerp–Rotterdam–Amsterdam hub and barges from ARA cannot proceed upstream. Germany's Inland Waterway Transport Cooperative, by contrast, maintains that vessels can still pass Kaub even when clearance drops to around 10 cm, depending on how many propellers a barge has and how heavily it is laden. Among chemical producers, Evonik said low water is "restricting inland shipping capacities and posing major challenges for logistics and supply chains," while BASF reported isolated bottlenecks but said it has kept shipping by deploying more vessels designed for low-water conditions.
On the Lower Mississippi, the constraint is US distribution. ACBL's published advisory states it plainly: "Effective August 3, 2026, ACBL has implemented our low water protocol based on readings from the Memphis gauge reaching 0′. Please be advised that low water surcharges will be applied in accordance with the terms outlined in your contract." The same advisory lists Harvey Lock closed as of August 10 due to reverse-head conditions — a direct symptom of low river stage — with no near-term improvement anticipated.

Why low water hits chemicals harder than most cargo
Because the economics of bulk liquid chemistry assume the barge. Covestro, the German polymers maker, puts the substitution at 60 trucks to replace a single barge with a 1,500-tonne load capacity. That leverage is why commodity chemicals are priced the way they are — and it cuts both ways. When a barge cannot load to full draft, there is no cheap substitute waiting. Replacing that capacity means chartering more barge space or putting dozens of additional trucks on the road.
Caustic soda is a textbook case. It is one of the foundational liquid commodities moving on US inland waterways, produced heavily along the Gulf Coast chlor-alkali corridor and shipped upriver. Sulfuric acid follows similar bulk logistics. If you buy either in bulk, your delivered cost has a river gauge embedded in it whether or not your contract names one.
How a gauge reading becomes a line item on your invoice
The mechanism is draft, not distance. It runs in four steps, and understanding it is the difference between absorbing a surcharge and forecasting one.
- Stage falls. The controlling depth on the channel drops.
- Draft restriction follows. Operators cap how deep a loaded barge may sit. Industry guidance around a 9-foot draft restriction puts the loading penalty in the range of roughly 10–25% below normal, depending on the barge.
- Light-loading raises unit cost. The same fixed towing cost now moves less tonnage, and more barge space must be chartered for the same volume. Tow sizes are also commonly reduced, compounding the effect.
- The surcharge appears. A low-water surcharge is typically borne by the cargo owner and generally cannot be waived absent a prior contractual agreement. This is why the ACBL notice points you to "the terms outlined in your contract" rather than to a published rate.
What this does — and does not — mean for US buyers
It is a freight and lead-time event, not a domestic production shutdown. That distinction matters, and overstating it is how buyers end up panic-ordering at the top of a market.
US Gulf Coast chlor-alkali and sulfuric production capacity is not idled by a low Memphis gauge. What changes is the cost and reliability of moving bulk volumes inland, plus the availability of European-origin material affected by the Rhine. If your material arrives in drums, totes or pails on a truck, your exposure profile is different from a plant taking barge-delivered bulk — you are more insulated from draft restrictions, though not from the broader freight and raw-material cost environment that low water contributes to.
