49 CFR 172.704 is the U.S. Department of Transportation regulation requiring every hazmat employee to be trained and tested, with the employer certifying that training. DOT does not certify shippers itself. A supplier that meets it employs trained hazmat staff and:

• Operates under USDOT #2188383 and trains every hazmat employee to 49 CFR 172.704 (Alliance: USDOT #2188383)
• Trains staff on hazmat classification, packaging, marking, labeling, and shipping paper requirements
• Recertifies training at least every 3 years per 49 CFR 172.704(c)
• Maintains training records subject to DOT inspection
• Packs, marks and labels shipments per 49 CFR Parts 172 and 173

This training is required for anyone who prepares hazmat for shipment in the U.S.

• Class 3 — Flammable liquids (acetone, IPA, methanol, MEK, xylene, toluene)
• Class 5.1 — Oxidizers (hydrogen peroxide)
• Class 6.1 — Toxic substances (trichloroethylene, perchloroethylene)
• Class 8 — Corrosives (sulfuric acid, hydrochloric acid, nitric acid, sodium hypochlorite, sodium hydroxide flakes and solutions, phosphoric acid)
• Class 9 — Miscellaneous (specialty chemicals; see PDP)

2. Safety Data Sheet (SDS) — full GHS-compliant SDS for any chemical on request

4. Technical Data Sheet (TDS) — physical properties and applications
5. DOT hazmat labels + markings — affixed per 49 CFR Part 172
6. Emergency response info — CHEMTREC contact for emergency consultation

1. Ask for the supplier's USDOT number (Alliance: USDOT #2188383) and its 49 CFR 172.704 training records
2. Verify hazmat training documentation under 49 CFR 172.704(c) — re-certification within 3 years
3. Confirm the supplier provides full hazmat shipping papers, not just an SDS
4. Check that hazmat labels, markings, and packaging match the substance's UN classification
5. Confirm CHEMTREC or equivalent emergency response contact is documented
